Appeal to Prime Minister of India by TDF on his September 2004 New York visit

Dear Sir,

We take this opportunity to impress upon you the need and urgency of your intervention in protecting the Telangana region and its people from the continued neglect and exploitation.

Four and a half decades have passed since the State of Andhra Pradesh was formed. As you are aware, the merger of Telangana with the former Andhra State became possible only because a set of solemn promises were made and constitutional guarantees were given to protect against the possible neglect and exploitation of Telanagana. These promises were made not just once, but numerous times and all were broken. Consequently, the exploitation of the region and its people is continued. The people of the region are not only deprived of their legitimate share in the development but are also marginalized in the political process. They have been humiliated on the cultural and linguistic fronts and are virtually reduced to the status of second-class citizens in their own homeland. A prolonged neglect of the region has provided a fertile ground for the emergence and spread of Naxalite violence.

The development scenario of Telangana is very depressing. There is not even a single sector in which this region has not been ignored. We would, however, like to bring to your notice only a few areas to underscore the gravity of the situation. We would also like to suggest a few remedial measures to take action immediately.

EDUCATION

Remedies

- Increasing the number of schools and colleges in the Telangana region.
- Ensuring the public funding of education in proportion to the population.
- Shifting some of the State level Universities to the Telangana Districts.

IRRIGATION

Remedies

- Reallocating Krishna waters to different regions of the State based on rational criteria.
- Rectifying the imbalances deliberately built into the Right and Left Bank Canals of Nagarjuna Sagar and Srsailam projects.
- Completing expeditiously 27 pending projects on Krishna and Godavari including Srisailam Left Bank Canal, Jurala, Bhima, Sri Ram Sagar (phases 1 and 2), Flood Flow Canal of Sri Ram Sagar etc.
- Immediately starting the construction of Ichampalli Project and other major and medium irrigation projects on Godavari.
- Restoring the tank irrigation to its full capacity by removing the silt.
- Evolving a policy to ensure supply of water to the farmers at a uniform rate throughout the state whether the cultivation is under canal irrigation, tank irrigation, or well irrigation.

AGRICULTURE

Remedies

- Restoring the net area of cultivation in the region at least to the level that had existed on the eve of formation of Andhra Pradesh.
- Providing essential agricultural inputs such as institutional credit proportionate to the area sown in the region.
- Augmenting the irrigation facilities and the cold storage facilities.
- Introducing the crop insurance.

Remedies

- Reviving all the industries that have been closed or ready to be closed.
- Setting up major industries in the districts of Telangana.

EMPLOYEMENT

Remedies

- Implement immediately the orders issued by the State Government in 1984.
- Rectify the imbalances by recruiting the Telangana youth in Andhra regions.
- Ensuring strict implementation of already existing statutory provisions for recruiting the local candidates in this region.

FINANCES

Remedies

- Making the resource allocation region-wise for various sectors of development.
- Publishing a white paper on the region-wise utilization of funds borrowed from the World Bank and other lending agencies.
- Furnishing details of region-wise income and expenditure to the state assembly.

The situation in other sectors is equally, if not more, alarming. The Drinking water is a major issue for the Telangana region. The people mostly depend on bore-wells for their drinking water and are inflicted with fluorosis. The fluorides in the drinking water cause permanent disfigurement and there is no cure for it.

Telangana is rich with resources. Telangana people are asking: Use Telangana resources for the development of Telangana region for the betterment of Telangana people. We hope that the national government under your stewardship is aware of these facts. We, therefore, request you to kindly initiate necessary measures to address the grievances of the people of Telangana without further loss of time.
